Attribuitions 

Título

IMTT pursues a number of attributions such as the Regulation and Supervision of the sector, the monitoring and enforcement of Safety and Quality standards, the promotion of Innovation and Development and the licensing and supervision of Public Transport Services.

Under the following headings, it is up to IMTT to:

Regulation and Supervision

Define and enforce a clear regulatory framework governing access of individuals and undertakings to land transport activities and market;

Regulate land transport and its complementary activities and issue the corresponding licences and authorizations;

Adopt rules that ensure undertakings an equitable, non-discriminatory treatment and co-operate with competition authorities;

Define and enforce training policies as well as certify, licence and supervise the activities of driver training centres and testing authorities;

Monitor the efficiency and quality of public passenger transport services;

Coordinate the licensing process required by the implementation and management of logistic platforms.

Safety and Quality

Approve, license and certify land transport vehicles and equipments, ensuring compliance with technical and safety standards and supervising the entities involved in the inspection and certification processes;

Grant or refuse the approval of safety management systems and impose penalties for poor performance;

Control the activity of the undertakings involved in land transport and when applicable initiate the legal proceedings under which fines and additional penalties provided for in law may be applied;

Promote, in both rail and road sectors, the adoption of relevant technical improvements intended to enhance safety and operational efficiency and reduce negative environmental impacts.

Innovation and Development

Develop monitoring, planning and innovation activities, thus promoting the establishment of a land transport market monitoring system;

Assist the Government in the development of territorial management instruments, as well as national sectoral policy instruments, by integrating the corresponding coordination structures;

Assist the Government in defining, implementing and evaluating coherent and strategic policies for the land transport sector

Public Transport Services

Authorize passenger public transport services;

Assist the Government in preparing the regulatory framework governing public transport concessions and in all procedures required for the award of public service contracts;

Assist the Government in defining and implementing the tariff policy for public transports.

It is also up to IMTT to assist the Government, and other public entities, in identifying situations where it is justifiable to grant public service obligations or award concession contracts for public passenger transport services.
